Biography or Historical Note: The State Employees' Retirement Board, Judges' Retirement Board, Municipal Employees' Retirement System, and Michigan Public School Employees' Retirement Board were all established by public acts in the 1940s and 1950s. They operated independently until 1965, when the Executive Reorganization Act placed them all under the Department of Administration. In 1973, an executive order combined the Department of Administration with the Executive Office's Bureau of Programs and Budget to form the Department of Management and Budget. The Department of Management and Budget was combined with the Department of Information Technology to form the Department of Technology, Management and Budget by executive order in 2010.
